Eligibility
Only those Singapore permanent residents (PRs) who are stateless get eligible to apply for the certificate of identity (COI).
Documents Required
You must have the list of following documents while applying for a certificate of identity:
- You must submit the duly complete application forms, i.e. Form 6E and Form 6, to apply for the certificate of identity (COI).
- Recent photo-sized colored photographs (minimum 2). For more information regarding photographs, check the latest photograph guidelines on ICA website.
- You will also require submitting the blue identity card or SAF 11B/Home Team National Service Identity Card (full-time personnel)
- You must submit the most recent certificate of identity if any.

Fees
The processing fee to apply for the five-year certificate of identity is S$125. You have multiple options to pay the application fees i.e.
- NETS,
- Visa or Mastercard credit/debit card, or
- Pay through mobile, e.g. Apple Pay, Samsung Pay, and Google Pay
