Singapore enables international students and workers to undergo training in any Singapore company by applying for a training work permit. The training work permit is mainly for unskilled or semi-skilled foreign workers or students. This work passes is depends on the skills of the foreign worker and the work they will perform.

Who can get a Training Work Permit?

You can obtain the Training work permit issued by the MOM if you meet any of the following criteria: 

An international student who is completing their studies in the educational institute of Singapore. The training should be an important part of your course. 

A semi or unskilled employees who come from the foreign company undergoes training in the related company in Singapore.

Required Documents for a Training Work Permit Application

When your employers apply for your training work permit, they will require submitting certain supporting documents and the application. Some of them are as follows:

  • A letter or document from the employers requires the following documents:
  • Information related to the aim and time of the duration. 
  • Entire training plan. 
  • Confirms about the employment in their company during training. 
  • They have to show the comments in which they state that they are responsible for sending you back to the home country after completing the training period. 
  • Evidence of the relation among the two companies ( if you the employee of the overseas company)

Documents if you are a student:

  • A valid physical of the student pass. 

A document or letter containing the information listed below:

  • Your stream of study. 
  • Duration of the course 
  • Expected date of graduation 
  • Lasting time of the duration 
  • Evidence showing that the training is the important part of your course. 
  • Registration date of the course. 

Some of the additional documents you need to submit are as follows :

  • Copy of the additional certificates. 
  • Photocopy of your passport personal details page and,
  • A document or letter from your school shows that you are registered in the educational institution and part of the particular class.

Some of the documents asked by the Ministry of Manpower (MOM) forget your training work permit:

  • Your Disembarkation/Embarkation card.
  • A duly filled security bond form in which your employer should get. 
  • A valid copy of your personal detail page of your passport and amendments. 
  • Duly filled training work permit application form.

How to Apply for a Training Work Permit?

Your employers are the person who is responsible for applying for the Training Work Permit. The application process is divided into three parts:

Applying for the Training Work Permit

If you are a foreign employee and presently not studying in Singapore, you don’t need to be in Singapore to be part of the application as your employer applies for your training work permit online. However, once your application gets approved, then you will need to travel to Singapore. 

  • Employers applying for the training work permit need to apply through WP online by visiting the MOM’s online application tool for work permits.
  • The application processing fee is (S$35).
  • Also, the employers require checking out the status f the application the next day and click on continue if it is set as pending documents. 
  • They print the interim approval letter.

Employers will get only ten days to submit electronic/scanned copies of all the needed documents mentioned along with the interim approval letter. 

Your training work permit will take up to three years to get processed. After the application gets approved, your employers have to prove you the In-principle approval letter to arrive in Singapore. 

Before you get ready to travel to Singapore, you must do the following:

Buy a security bond for yourself.

  • A bond is signed between the Singapore government and employer. The reason for signing the bond is to ensure that both and you and your employer follow all the regulations related to the work permit. If any of them is not following the rules, the employer will have to pay the fine of up to S$5,000. 

Get the medical insurance. Your medical insurance should be covering:

  • At least S$15,000.
  • Surgery and hospitalization due to any medical situation, regardless of it related to work or not. 

Requesting for the Work Permit to be issued

Once you have arrived in Singapore, your employer will need to enroll your living address and workplace through the MOM’s Online Foreign Workers Address Service (OFWAS).

When they have complete registering the addresses, they will require for the issuing the work permit. Its process is given below:

  • They are required to log in to the WP online. 
  • They must submit all the mentioned needed documents
  • To obtain the work permit, they will have to pay the fees of up to (S$35).

They will provide you with the notification letter that:

  • Enables you to enter and exit Singapore unless you get the work permit card. 
  • Also, that letter will notify you if you require registering your fingerprint and submitting the photographs. 

Registering your fingerprints and picture

The notification letter you received if you need to register your picture and finger will require you to be registered within one week at MOM Services Centre. Before you visit them, it is the responsibility of your employer to schedule an appointment. 

While going for the appointment, you will have to carry the following documents with you:

  • Your passport 
  • Notification letter that you received. 
  • Documents mentioned in the notification letter. 
  • Appointment letter.

Once all your documents are fine and get successfully verified by the MOM, you will get the training work permit card within four working days. 

Can the Training Work Permit be renewed?

The validity period of the training work permit card is up to six months, and no, it can’t be renewed or extended. 

Moreover, foreign employees from the international company can request another training work permit after their previous training work permit gets expired after six months. 

On the other side, you are not granted to get more than one TWP for the duration of the studies. 

Is there a levy and quota for a Training Work Permit holder?

Yes, different from all other training employment pass holders, Employers of Singapore need to pay the levy. This is because they are subjected to the quota for their international employees on a training work permit. 

This means that the employees have to pay the fixed monthly fee for each foreign employee they have. The figures of the foreign employees capped at which is called as dependent ration ceiling (DRC). This means that the number of foreign employees an employer can hire must be in the ratio to the number of local workers. 

The maximum quota and levy also change based on the particular work sector like manufacturing, marine shipyard, construction, process or services. For example, a manufacturing sector, whose 60% of the total company workforce must be foreign employees. In the construction sector, an employer is granted to hire seven foreign workers for each local employee who makes the Local Qualifying Salary.
